The Certificate III in Humanitarian Relief is the only cross
sectoral qualification that has been developed. It will be awarded
in recognition of the ability to work in a relief operation,
whether assigned to a specific sector or not. The Certificate
III is designed as an entry level qualification for people commencing
a career in relief and includes a range of skills common to
every day operation in a workplace as well as units specifically
relating to the relief environment. It is envisaged that experienced
relief workers would have their current competencies recognised
and would be likely to be competent in most areas covered by
the Certificate III.

While most sectoral specialisation commences at the Certificate
IV level, there are specific skills required to function as
a competent relief Finance worker at the Certificate III level.
For this reason, a specialist Certificate III (Finance) has
also been developed.

There are no generalist qualifications above Certificate III
because relief workers above this level are engaged to work
in particular sectors. Where workers are multi-skilled, they
may be able to achieve several sector specific qualifications.

| Elective Units |
A number of elective units are listed against each Certificate
IV and Diploma qualification. Some of these units have been
developed as part of the development of this training package.
Others have been selected from existing endorsed training packages
as suitable for consideration by relief staff. Elective units
may also be selected from specialist streams of other qualifications
than the one being undertaken. A person undertaking a Programming
qualification, for instance, could select several Commodities
units as electives; thereby enabling them to gain specialist
skills which make them more valuable to the organisation and
give them options for future changes in career path.

Staff, managers, trainers and assessors are encouraged to
review existing endorsed training packages for other units which
may be relevant to a particular individual’s career path
or which may satisfy workplace needs.

Some elective units may be required in particular operational
contexts (eg. those related to operating in a high security
risk environment) so staff should consider how elective units
may assist them in developing a career path within the relief
industry. Staff interested in becoming trainers and assessors
are encouraged to undertake units from the Training Package
for Assessment and Workplace Training.

Electives should preferably be at the AQF level of the qualification
toward which they are being credited. Electives may also be
selected from the AQF levels one level above or below the level
of the current qualification, if such electives are appropriate
to organisational needs and personal career development. Such
selections must always support the integrity of the qualification.

Other elective units may be required for relief workers. Experienced
relief staff with suggestions regarding possible future electives
are requested to submit their suggestions to the project team.

| Qualifications from other Training Packages |
| Staff who have achieved qualifications as part of this training
package will have partially completed qualifications from the
Business Services and Public Safety training packages and may
wish to enrol in and complete those qualifications. Information
