WHAT IS A TRAINING PACKAGE?

| Training packages are a key feature of vocational education
and training for industries in Australia. They are part of a
national training framework that aims to make training and regulatory
arrangements simpler, flexible and more relevant to the needs
of industry. Vocational education and training in Australia
is competency based, meaning that it centres on the practical
demonstration of workplace skills and knowledge, rather than
simply an understanding of job theory. The Australian system
has been selected because of its strong workplace focus and
because it can be applied both within and outside Australia.

Training Packages:

- are developed by industry for industry
During development, extensive consultation occurs to ensure
that the package is relevant and useable. Before endorsement,
the developer must validate the package and show that there
is broad industry support

- encourage training at work
Training may occur on the job, off the job, during
regular employment, by work experience, work placement or
work simulation. Usually, training involves a combination
of all these methods depending on what suits the employer,
the learner and the type of learning and work being done.

- provide many pathways for people to become competent
People become competent in many ways. Training
Packages recognise this by putting the emphasis on what
you can do, not on how or where you learned to do it. For
example, some experienced workers may be able to demonstrate
competency against the standards and gain a qualifications
without completing any formal training course.

In Australia, training packages have been developed which cover
nearly all industries. Where there is not an endorsed industry
wide training package, it is possible for individual organisations
to develop and submit for endorsement a training package specific
to their organisation. This type of training package is called
an enterprise training package. The Humanitarian Relief Training
